The rates, charges and fees for water and sewer service are based upon the anticipated budget needs of the PUD. We are a cost-based utility meaning rates and charges are set to meet anticipated operational needs, debt service and capital improvement programs for each year. Unspent funds for the year are placed in reserve for future capital improvement projects.
